In a bold move to diversify public revenue and invest in social welfare, two Brazilian cities—Canoas in the state of Rio Grande do Sul and Olímpia in São Paulo—have officially approved the creation of municipal lotteries. The goal: to raise funds for public services like healthcare, education, and social assistance without increasing taxes.
This trend reflects a growing effort among Brazilian municipalities to seek autonomous, legally backed solutions for revenue generation in response to declining federal and state transfers.
Canoas Loto: Betting on Healthcare
The city of Canoas recently passed legislation establishing the Canoas Loto, a municipal lottery whose proceeds will be entirely directed toward public health initiatives.
The lottery can be operated directly by the city government or outsourced to private operators through public-private partnerships or concessions. Allowed formats include traditional number-based lotteries, instant-win games, sports betting, and fixed-odds betting.
The initiative aims to offset funding gaps in the city’s healthcare system, providing a sustainable financial stream while avoiding increased taxation.
Olímpia + Sorte: A Broader Social Vision
In Olímpia, the city council approved the Olímpia + Sorte lottery. Unlike Canoas, the revenue distribution here extends beyond healthcare, covering areas such as education, tourism, social development, and culture.
The law allows for private partnerships and outlines clear guidelines for prize payments, tax collection, and financial accountability. Unclaimed prizes (after 90 days) will be reallocated to public programs.
The project is managed by the city’s Department of Planning and Finance, with additional oversight from a newly created regulatory body.
A Legal and Strategic Framework
The move by Canoas and Olímpia is made possible by recent judicial decisions in Brazil that affirm the legal right of municipalities to operate their own lottery systems—as long as they follow national regulations.
This model offers cities a legal, regulated path to generate income, especially amid growing demands for improved public services.
The Bigger Picture: A New Municipal Trend
The creation of municipal lotteries in Brazil signals a shift in how local governments are responding to economic challenges and funding needs. Instead of relying solely on central government transfers or raising taxes, cities are turning to innovative tools that combine legal autonomy with public engagement.
