PAGCOR revenues fell 23.41% to Php64.41 billion in the first nine months of 2026, driven by a 37.23% drop in electronic gaming to Php27.63 billion. Net income plunged 84.85% to Php2.17 billion after a Supreme Court ruling raised PSC remittances to 5% of gross revenues. The agency still delivered Php45.28 billion in government contributions.

SCCG Take — The outcome shows how remittance mandates can amplify market-driven revenue weakness for state gaming operators. Regulators will need to track whether stricter oversight sustains channelisation without further compressing net results.

PAGCOR recorded total revenues of Php64.41 billion in the first nine months of 2026. This reflects a 23.41 per cent decline from Php84.09 billion in the year-earlier period. The Philippine Amusement and Gaming Corporation attributed the drop to weaker performance in gaming operations, led by the electronic gaming channel.

Alejandro H. Tengco, PAGCOR Chairman and CEO, highlighted the sector-specific pressure. Revenues from electronic gaming declined considerably by 37.23 per cent from Php44.03bn in 2025 to Php27.63 billion this year.

Segment Performance Details

The licensed casino segment, the second-largest contributor after electronic gaming, recorded revenues of Php23.10 billion, down 3.22 per cent from Php23.87 billion. Casino Filipino branches posted an eight per cent decline to Php7.28 billion from Php7.91 billion. Poker operations fell 4.6 per cent to Php105.86 million.

Overall revenues from gaming operations decreased 23.44 per cent to Php58.13 billion. Related services earnings dropped 38.59 per cent to Php3.04 billion, while other income stayed nearly flat at Php3.23 billion.

Net Income Pressure and Statutory Remittances

Net income fell 84.85 per cent to Php2.17 billion from Php14.32 billion. The reduction followed a Supreme Court ruling that requires PAGCOR to remit five per cent of gross revenues to the Philippine Sports Commission, nearly double the previous level.

The agency still remitted Php45.28 billion toward nation-building and statutory obligations. Of this total, Php27.61 billion went to the National Treasury as the government's 50 per cent share, Php3.01 billion to the PSC, and Php2.9 billion as franchise taxes. Tengco stated that PAGCOR remains committed to its mandate despite the revenue impact. According to reporting by G3 Newswire, the regulator will continue strengthening operations and oversight while supporting government programs.
