Pagcor's revenue fell 23.4% to PHP64.41 billion (US$1.01 billion) in the first nine months of 2026, with e-gaming down 37.2% to PHP27.63 billion. Net income plunged 84.9% to PHP2.17 billion after higher remittances to the Philippine Sports Commission. The regulator holds to its full-year forecast of an 18% decline to PHP86.95 billion.

SCCG Take — Mandatory remittance hikes and e-gaming channel disruptions amplify revenue pressure on regulated operators, requiring tighter cost controls to protect net contributions.

The Philippine Amusement and Gaming Corp (Pagcor) reported a 23.4 percent year-on-year revenue decline to PHP64.41 billion (US$1.01 billion) for the first nine months of 2026. The drop was driven by weakness in the electronic gaming segment. Net income fell 84.9 percent to PHP2.17 billion.

Pagcor chairman and chief executive Alejandro Tengco attributed the e-gaming decline to a 37.2 percent fall, bringing that segment to PHP27.63 billion. Overall gaming operations revenue matched the headline decline at 23.4 percent, reaching PHP58.13 billion. According to reporting by GGRAsia, licensed casinos generated PHP23.10 billion, down 3.2 percent, while Pagcor-controlled Casino Filipino venues produced PHP7.28 billion, down 8.0 percent.

Segment Pressures and Non-Gaming Results

Revenue from other related services dropped 38.6 percent to PHP3.04 billion. Other income held nearly flat at PHP3.23 billion. The sharper net income contraction stemmed from higher mandatory remittances to the Philippine Sports Commission. Pagcor transferred PHP3.01 billion after a Supreme Court ruling required 5 percent of gross revenue be directed to the sports body.

Forward Outlook

Pagcor's total contributions to nation-building and statutory obligations reached PHP45.28 billion in the period. This included PHP27.61 billion remitted to the National Treasury as the government's 50-percent share and PHP2.90 billion in franchise taxes. In August Tengco had projected full-year 2026 revenue would fall about 18 percent to PHP86.95 billion, citing electronic wallet delinking and Middle East geopolitical tensions. He noted early signs of recovery and expected year-end seasonal strength to offset first-half softness.

Tengco stated: “While we recognise the impact of lower gaming revenues on our financial performance, Pagcor remains committed to carrying out its mandate.” He added: “We will continue to pursue responsible and sustainable operations while ensuring that the gaming industry adheres to regulatory standards.”
