Philippine GGR fell 11.4% YoY to PHP83.72 billion in Q3 2026, driven by a 23% drop in electronic gaming to PHP35.28 billion. Licensed casinos declined only 0.4%. PAGCOR noted the slowing contraction rate from Q2's 20.3% but flagged risks from economic pressures and a possible 19% full-year decline.
SCCG Take — Electronic gaming's outsized weakness signals need for operators to diversify amid consumer pressures, while PAGCOR must calibrate support measures without easing responsible gaming standards.
The Philippine gaming industry generated PHP83.72 billion (US$1.33 billion) in gross gaming revenue during the third quarter of 2026. This result marked an 11.4 percent decline from the prior year and a 5 percent sequential drop.
Electronic gaming produced PHP35.28 billion, down around 23 percent from PHP45.73 billion a year earlier. The PHP10.45 billion reduction in this segment drove most of the industry contraction and still represented 42.1 percent of total revenue.
PAGCOR chairman and chief executive Alejandro Tengco attributed the performance to pressure on consumer spending from broader economic conditions. These conditions have affected spending on discretionary activities, including gaming, and contributed to the weaker performance of certain segments.
Tengco had warned that full-year GGR could fall by as much as 19 percent. The 11.4 percent Q3 decline nevertheless slowed from the 20.3 percent contraction in the second quarter. Tengco described the moderated pace as an encouraging development.
Licensed commercial casinos generated PHP45.38 billion, only 0.4 percent below the year-earlier figure, and accounted for 54.2 percent of total GGR. PAGCOR-operated casinos added PHP3.03 billion, down 4.8 percent.
As reported by World Casino News, the third-quarter figures show the decline was concentrated in electronic gaming rather than spread evenly across categories.
Inflationary pressures and geopolitical uncertainty continue to weigh on household budgets and discretionary spending. Although the pace of contraction eased, these factors pose ongoing risks to the final months of 2026. PAGCOR will maintain its regulatory and responsible gaming requirements while working with licensees.
The performance through the end of the year will determine how closely the annual result matches Tengco's projected maximum decline.
