Kalshi hit its $40bn valuation target via a $1bn Series G funding round co-led by Wellington Management and Sequoia Capital. Utah filed 13 felony charges this week after Arizona filed 20 felony charges earlier in the year. As of September 2026 around 500 institutional entities were active on its platform and entities excluding market makers represented around 25% of total exchange trading volume.

SCCG Take — Investor appetite signals prediction markets maturing as exchanges, yet operators face rising compliance costs until federal-state and international rules align.

Kalshi has achieved its $40 billion valuation target through a $1 billion Series G funding round co-led by Wellington Management and Sequoia Capital. Additional participants included Baillie Gifford, Stripes, Andreessen Horowitz, Coatue, Layer Global, Morgan Stanley Investment Management, Sequoia Global Equities, CapitalG, Hudson River Trading, and Balyasny Asset Management. The company said the capital will fund “building the next-generation financial exchange.”

The milestone coincides with a partnership with S&P Dow Jones. Tarek Mansour, Kalshi’s Chief Executive Officer, has previously stated that a public listing is unlikely until at least late 2027. According to SBC News, the valuation arrives against a backdrop of fractured regulation and active litigation.

Growth in a Litigious US Environment

The Commodity Futures Trading Commission (CFTC) under the Trump administration supports prediction markets after a more confrontational stance during Joe Biden’s presidency. State regulators and governments, however, treat them as unregulated gambling. Utah filed 13 felony charges against Kalshi this week, following Arizona’s filing of 20 felony charges earlier in the year. The action places a long-standing Republican state at odds with a Republican-led federal regulator.

As of September 2026, around 500 institutional entities were active on the platform. Entities excluding market makers represented around 25% of total exchange trading volume. Kalshi remains adamant that institutional adoption is growing.

Where the Risk Lies

Prediction markets face rejection in European jurisdictions including France, the Netherlands, Portugal, and the Czech Republic. The UK Gambling Commission has indicated that platforms would require a gambling licence, a step Kalshi and Polymarket—which is targeting $22 billion—decline to take, insisting their products constitute financial services. Gibraltar has become the first jurisdiction to create a dedicated framework, approving ADI Predictstreet and Wire Markets.

“Yes, a bet and a trade often look similar,” Mansour wrote on X earlier this week, sharing an op-ed he penned on the matter in The Wall Street Journal. “But how they work is fundamentally different. A sportsbook sets the odds and takes the other side of your bet. Prediction markets are markets, where buyers and sellers compete to discover and produce efficient prices and enable important public benefits.”

The disconnect between federal support, state enforcement, and international fragmentation poses concrete operational limits. Operators and investors must track which jurisdictions move toward coherent licensing before litigation expenses or market exclusions erode the current momentum.
