Veikkaus will launch Viabet in Denmark and Finland on 1 July 2027 through a Viaplay partnership, marking its first international iGaming push. The date aligns with Danish advertising bans and Finland’s licensing opening. The operator must navigate a dual monopoly-competitive structure at home while facing new marketing limits abroad.
SCCG Take — The aligned timelines force Veikkaus to prove competitiveness under simultaneous regulatory tightening in Denmark and structural reform in Finland. Execution will test whether state ownership confers advantage or liability against private licensees.
Veikkaus OY will launch its new Viabet gambling brand in Denmark and Finland on 1 July 2027. The state-owned Finnish operator intends this as its first step into international iGaming markets. The effort rests on a commercial partnership with Viaplay’s Finnish sports and entertainment OTT platform and the technology and operations of its B2B division Fennica Gaming.
Viabet will be developed, owned and operated by Veikkaus International. The deal builds on an existing relationship that promotes Finnish pro-sports leagues. Olli Sarekoski, chief executive officer of Veikkaus, called the launch a concrete demonstration of international growth goals. “The partnership will help us build a distinctive offering, improve our competitiveness in the open market and create a stronger foundation for a scalable international consumer business based on Finnish expertise.”
Lars Bo Jeppesen, Viaplay Denmark CEO, noted that responsible gambling formed a central consideration in the partnership. Under the agreement Viabet will incorporate selected Viaplay media content together with Veikkaus capabilities in gambling, customer experience and player protection.
The Danish move coincides with tighter gambling advertising legislation approved by the Storting in October 2026. The forthcoming measures ban gambling advertising during live sports broadcasts on television and streaming from ten minutes before an event until ten minutes after its conclusion. Additional restrictions will limit advertising on public transport and near schools, prohibit the use of people aged under 25 in marketing, and extend liability for breaches to commercial partners and influencers. These rules are scheduled to apply from 1 July 2027, the precise date set for the Viabet launch. As reported by SBC News, the timing presents a material factor for any brand built around a sports media partnership.
The same date will open betting, online casino, online slots and online bingo to licensed competition in Veikkaus’ home market. Applications opened through the National Police Board on 1 March 2026. Veikkaus retains exclusive rights over lotteries, scratch cards, physical slot machines and land-based casino games while operating the competitive segments under a new dual structure.
That structure has prompted debate over continued state ownership of a gambling business that will compete against private operators. Finland’s Social Democrats and Centre Party have questioned whether Veikkaus should remain a state asset in online gambling. Government officials have replied that any change in ownership would require legislation, demonstrated competitiveness and favourable market conditions. Sarekoski stated that the Viaplay partnership represents a strategic investment in Veikkaus’ future rather than a single commercial project.
