The ASA reprimanded Optival after its ad for UK bookmakers appeared in response to “self exclusion bookies” searches. The regulator ruled the promotion inappropriate for vulnerable users seeking avoidance advice and required responsible targeting. Optival will expand negative keyword exclusions to block similar terms.

SCCG Take — This ruling demands tighter keyword controls from affiliates to avoid reaching at-risk users, reinforcing regulatory focus on self-exclusion pathways.

The Advertising Standards Authority (ASA) has reprimanded betting affiliate Optival after a paid search ad was triggered by a customer's query for “self exclusion bookies”.

The advertisement on bestbookiesandbettingsites.co.uk, Optival's trading name, promoted “Top 15 Betting Sites UK – Compare the Best UK Bookmakers”. It invited users to claim an “Exclusive First Bet Bonus” and highlighted “Best Welcome Bonus Offers by UK’s Top Online Sports Betting Brands”.

Regulator's Ruling on Ad Appropriateness

The ASA determined that the search phrase “self exclusion bookies” likely indicated a consumer seeking information and advice on avoiding gambling services. As such, promoting online betting sites was deemed inappropriate.

“Such consumers were likely to include vulnerable persons looking to manage or reduce their exposure to and engagement with gambling ads,” the regulator’s statement read.

“In that context, we considered an ad promoting online betting sites and offering “the Best Welcome Bonus Offers” was not appropriate to appear in response to that search.”

The ASA has ruled that the ad must not be served in response to searches like “self exclusion bookies” and instructed Optival to ensure its search ads are responsibly targeted.

Broader Concerns and Optival's Safeguards

This case arises against a backdrop of growing worries regarding offshore, unlicensed bookmakers targeting vulnerable UK customers. These issues are acknowledged throughout the regulated gambling industry, the gambling harm treatment sector, and by the Gambling Commission.

Particular focus has fallen on online casinos marketing as “non-Gamstop,” allowing individuals registered with the self-exclusion service to access unlicensed platforms.

Notably, the ASA did not address the possibility that a self-excluded customer was seeking bookmakers willing to accept wagers despite their exclusion status.

Optival has advised the ASA that it is bolstering its safeguards. The firm will expand negative keyword exclusions to block searches connected to self-exclusion and comparable terms in ongoing and future campaigns.

As reported by SBC News, the development highlights the regulatory emphasis on protecting those attempting to limit their gambling activity.
