SCCG Take — Affinity’s Nevis launch gives gaming operators and suppliers a supported route into Nevis’s new online gaming licensing framework.

Affinity’s new Charlestown office gives gaming clients a route into Nevis’s recently established online gaming framework, with corporate, licensing and compliance support from a group with more than 20 years in regulated sectors.

CHARLESTOWN, NEVIS – Affinity Group, the boutique multi-jurisdictional corporate, fiduciary and private wealth services group, has launched a new operation in Nevis, strengthening its international gaming offering and expanding its presence in the Caribbean.

The Nevis office will support online gaming operators, platform businesses and other suppliers to the sector. Affinity will help clients establish appropriate corporate structures, prepare for the licensing process and manage their governance, compliance and ongoing administrative requirements.

A new framework established in law

Nevis introduced the Nevis Online Gaming Ordinance 2025 and the Nevis Online Gaming Regulations 2025 to create a dedicated framework for international online gaming. The regime provides separate licences for B2C operators and B2B suppliers – a distinction that matters, because a business taking bets from players carries different responsibilities from a platform, game studio or software provider supplying other licensed companies.

The framework gives the licensing authority powers to oversee licensees and respond to non-compliance. A public register allows third parties to check a licence holder’s identity, licence type, current status, expiry date and approved websites.

Substance in the application process

Applicants face detailed checks covering ownership, management, source of funds and source of wealth. The process requires corporate documentation, an organisational chart and information on directors, shareholders and ultimate beneficial owners, with identity and address evidence, criminal background checks, bank references and professional references for the individuals involved.

B2C operators must also provide policies covering KYC, AML, responsible gaming and the prevention of underage gambling, and may be required to supply independent RNG testing, evidence of domain ownership, supplier agreements and technical documentation. Operators must use geolocation controls to block restricted jurisdictions. A Nevis licence does not give a business permission to enter any market it chooses; operators must still comply with the laws of each country they intend to serve.

Why Affinity chose Nevis

Affinity selected Nevis after assessing both the legal framework and the way the licensing authority engages with prospective operators, and found a regulator that was accessible, commercially aware and prepared to discuss how the rules apply to genuine business models.

“Gaming businesses need more than a licence. They need a jurisdiction with clear rules, active oversight and a regulator they can speak to,” said Andy Morgan, Group CEO of Affinity Group. “Nevis has taken a serious approach to building its framework. The application standards are robust, the regulatory expectations are visible and our engagement with the Authority has been practical and constructive. That combination made Nevis a natural addition to Affinity’s international offering. Our role will be to help responsible operators understand the requirements, build the right structure and maintain the standards expected of them after the licence has been granted.”

Why regulatory credibility matters commercially

The value of a gaming licence depends partly on how banks, payment providers, game suppliers, platform providers and investors view the jurisdiction behind it. Each runs its own risk assessment, and a low-cost licence offers little commercial value if reputable counterparties will not accept it.

As a new gaming jurisdiction, Nevis will need to build its reputation over time. It has put several of the right foundations in place – legislation, detailed application requirements, an identifiable licensing authority and a public register – and its standing will depend on how consistently it applies those standards.

Nevis may suit B2C operators that need an international licence and can meet the ownership, funding and compliance requirements, as well as B2B businesses looking for a regulatory home for gaming software, platforms or related services. It will not suit every business or every target market: operators still need to weigh local gambling laws, payment access, banking, tax, corporate substance and the expectations of their commercial partners.

Affinity’s work with clients can begin with the proposed ownership structure, product and target markets, then move to company establishment, application preparation, governance and compliance support, working with local specialists where required. After licensing, Affinity provides ongoing corporate administration and helps clients manage their regulatory and governance obligations.

The Nevis operation will connect clients with Affinity’s wider teams in the Isle of Man, Malta, the Cayman Islands, the United Kingdom, the United States and Cyprus, supporting businesses that need more than one corporate or licensing jurisdiction as they grow.
