Tim Miller, ex-Executive Director of the UK Gambling Commission, has founded GamReg Consulting with a focus on anti-black market work and practical regulation. The firm targets governments and regulators worldwide, stressing evidence-led and technology-driven approaches. It follows Andrew Rhodes’ recent move to Hawkbridge.
SCCG Take — Miller’s venture signals strong demand for former regulators’ insight on black market containment, favoring balanced, tech-enabled frameworks over blunt measures.
Tim Miller, former Executive Director at the Gambling Commission, has launched GamReg Consulting, a specialist global advisory firm. Miller, who resigned from the Commission in late June 2026, is Managing Director of the new venture, which will support governments, regulators and others with a core emphasis on countering illegal gambling operations.
Miller’s departure follows a period in which countering the black market became a central part of his work at the regulator. This focus intensified after the government allocated an extra £26m for anti-black market efforts in last year’s Autumn budget, the same budget that announced a new gambling tax framework.
Miller repeatedly stressed the part played by Big Tech and social media platforms in enabling unlicensed operations. He pointed to promotion of illegal gambling on X as well as Meta’s Facebook and Instagram. “The Big Tech companies, particularly social media platforms and search engines, have such an essential role to play here,” Miller remarked. “And actually they don’t play their role significantly, and they’re not at the moment, and it massively undermines the efforts the rest of us are putting in place.”
GamReg Consulting will advise on aligning regulation, industry practice and technology solutions to give consumers incentives to remain in the licensed market. “Regulators everywhere are dealing with fast-moving markets alongside heightened expectations,” Miller stated. “They need practical, credible approaches that keep players safe while supporting a compelling consumer offer.”
“In this challenging environment, successful regulatory systems will not be built on simplistic, blunt approaches like ever-increasing tax hikes or blanket prohibitions,” Miller added. “Tomorrow’s best in class regulation will be evidence-led, outcomes-focused and technology-driven. GamReg Consulting helps clients turn that ambition into regulation that protects consumers, commands industry confidence and works in the real world.”
The firm is targeting regulators and governments beyond the UK and has already started building relationships in North America. Miller’s step into consultancy follows the path taken by Andrew Rhodes, who left his position as Chief Executive Officer of the Gambling Commission in May and joined Hawkbridge the next month.
As reported by SBC News, Miller’s new advisory business reflects the demand for practical regulatory experience amid complex market conditions.
