UK Gambling Commission Attributes FRA Pilot Friction to Operator Identity Verification Failings

The UK Gambling Commission blames operator identity verification failures for friction in last year’s financial risk assessments pilot. Inaccurate data on names and addresses caused unmatched accounts requiring extra checks. The regulator criticises deferred verification until withdrawal and urges stronger onboarding.

SCCG Take — Operators must tighten registration data collection now to limit regulatory risk and customer friction as FRA requirements advance.

The UK Gambling Commission has attributed much of the friction during its financial risk assessments pilot to operator shortcomings in identity verification. Incomplete or inaccurate personal information prevented accounts from matching to credit reference agency records, resulting in “unmatched” customers facing more cumbersome checks.

These issues included initials used instead of full names, nicknames replacing legal forenames, and commercial addresses submitted instead of residential ones. Such inaccuracies also weakened protections including Gamstop and measures against fraud and money laundering. More than 25 per cent of complaints to the Commission’s Contact Centre relate to identity verification, a leading cause of disputes sent to alternative dispute resolution.

The Commission reminded operators of obligations under Licence Condition 17, requiring that a customer’s name, address and date of birth all match before gambling is permitted. As reported by Focus Gaming News, the findings come from a blog post on the regulator’s website.

Recurring Onboarding Problems Exposed

The pilot relied on operators verifying customer identities against third-party data sources. Failures here led to the minority of cases that created friction. The regulator found these reflected recurring problems with data quality at registration.

Criticism of Reactive Approach

Casework shows many operators investigate identity flags and financial risk alerts only at withdrawal. The Commission criticised this reactive stance for frustrating customers, raising complaints and risking breaches of licence conditions and anti-money laundering rules.

Senior executives Helen Rhodes and Sarah Webster stated: “While we recognise that many operators rely on third-party providers for identity verification, we are concerned by the differing levels of data sensitivity and robustness that these providers offer, combined with the differing levels of tolerance among operators. This can result in the use of ‘fuzzy matching’, where customers are onboarded on the basis of partial or equivocal verification of their credentials. This introduces risk across multiple regulatory areas, including contributing to unmatched data”.

They added: “We do not expect the equivalent of Enhanced Due Diligence (EDD) at the point of onboarding all new customers. However, operators should be as robust as possible at registration to assure themselves that they have verified a unique individual at onboarding and to minimise the risk of customer friction later in the customer journey. It is not appropriate to wait until a withdrawal request to follow up outstanding queries.”

Bad data in equals friction out — the Commission just made tighter onboarding hygiene a compliance and CX imperative.

We've seen operators treat identity verification as a box to check at withdrawal, not a foundation to build on. This pilot exposed the cost: 25%+ of regulator complaints, mismatched accounts, failed FRAs, and angry customers. As affordability checks spread globally, registration data quality is now a competitive and compliance differentiator.
