Petersburg Live Casino Saps Virginia HHR Revenue with 11.7 Percent Same-Store Decline in July

TL;DR — Virginia HHR revenue grew 1.2% overall in July but fell 11.7% same-store due to new Churchill Downs sites. Petersburg Live casino drove 25.6% declines at Richmond-area parlors to $10.3M. This reveals rapid competitive diversion in the state’s gaming sector.

Virginia HHR revenue rose 1.2 percent in July on an unadjusted basis. On a same-store basis, however, it fell 11.7 percent. The gap reflects the contribution of two new Churchill Downs properties, according to reporting by CDC Gaming.

The Rose in Dumfries and Roseshire in Henrico County drove the headline figure. The Rose revenue climbed 22.3 percent to $15.2 million, averaging $306 per machine daily. Roseshire produced $2.7 million at the state high of $501 per unit per day.

Churchill Downs operates every HHR machine in Virginia. Cordish Gaming’s Petersburg Live temporary casino made its presence felt across three of those markets. Richmond-area parlors dropped 25.6 percent to $10.3 million and averaged $277 per machine per day, the lowest in the state.

Colonial Downs fell 24.5 percent to $3.8 million at $323 daily. Emporia declined 15.9 percent to $1.8 million at $385 per day. By contrast, Hampton Roads Rosie’s rose 7 percent to $9.1 million at $420 daily. Vinton gained 8.4 percent to $5.1 million at $352. Collinsville jumped 21.1 percent to $400,000 at $361 per device.

Forward Signals for Market Participants

These July results illustrate the zero-sum pressures that arise when gaming capacity expands in a single state. Operators and regulators will need to track whether the Petersburg effect stabilizes or deepens as the temporary facility matures.

New capacity does not equal new revenue — it redistributes existing handle in zero-sum state markets.

We watch these micro-market shifts because they tell the real story regulators and operators miss in headline growth. Virginia just proved that Churchill Downs can cannibalize its own HHR network when a traditional casino drops nearby. Operators expanding in constrained jurisdictions need to model diversion, not just demand.

SCCG angle: SCCG helps operators entering or expanding in markets like Virginia by stress-testing cannibalization risk before you commit capital. We connect you to the economic modelers, regulatory advisors, and local operators who have lived through diversion events — so your board sees the real revenue map, not the optimistic one.
