Gaming Regulators from Across the Americas Confirmed for SiGMA North America 2026 in Mexico City

TL;DR — Regulators from the US, Mexico, Caribbean nations, and South America will attend SiGMA North America 2026 in Mexico City from 1-3 September. The summit expects 4,000 delegates and features panels on Europe-LATAM rule differences, North American licensing, and economic impacts of gaming. It advances SiGMA’s B2G programme launched in 2025.

SCCG Take — This convergence creates a practical inflection point for operators and regulators to align on compliance and licensing differences across jurisdictions.

Gaming regulators from North, Central, and South America will convene with international counterparts at the inaugural SiGMA North America 2026. The summit runs 1 to 3 September at Centro Banamex in Mexico City and centers on direct engagement between regulators and the iGaming sector.

The event projects 4,000 delegates, including around 1,000 operators, more than 150 speakers, and over 200 exhibitors and sponsors. Nearly half of attendees are expected to be C-suite executives, according to Yogonet International.

Confirmed Delegates and Jurisdictional Scope

The regulatory presence spans state lotteries, tribal gaming commissions, and national authorities. Andrew Gellatly, Chairman of the Alderney Gambling Control Commission, endorsed the summit in a signed letter and will attend. US attendees include Brian Rockey, Director of the Nebraska Lottery and Charitable Gaming Division; Van Billops, CPA, Commissioner and Acting State Gaming Representative at the New Mexico Gaming Control Board and NAGRA representative; Rebecca Paul, President and CEO of the Tennessee Education Lottery Corporation; and Rory Dilweg, President and chairman of the Buena Vista Tribal Gaming Commission.

Mexico sends Olivia Salomón Vivaldo, General Manager of Lotería Nacional de México. Caribbean and Latin American participants feature Edgar Pagan, Deputy Director of Puerto Rico’s Comisión de Juegos; Heidi Hernández Olivo, Secretary General of Puerto Rico’s Negociado de Loterías; Ventura Vega Batista, Secretary General of Panama’s Junta de Control de Juegos; Lissa Mencía of Honduras’ Loto Honduras; Carlos Moyano, President of Entre Ríos Gaming in Argentina; Jesús Acevedo, President of LOTBA in Buenos Aires; Marcelo Visconti, Director General of Uruguay’s Dirección Nacional de Loterías y Quinielas; and Diego Hernández, General Manager of Colombia’s Lotería de Boyacá.

Agenda Focus and B2G Programme Support

Regulatory topics dominate the schedule. On 2 September, Pagan joins the panel Same Industry, Different Rules: Europe vs LATAM, addressing differences in payment systems and marketing rules. Gellatly and Dilweg lead the Regulatory Escape Room – North America Decoded session to guide Latin American operators on licensing across US states and Canadian provinces. On 3 September, Moyano participates in The Red Pen Forum: Regulators Respond to the Industry, while other sessions cover gaming and economic growth plus identity verification and fraud prevention in Mexico’s market of 8 million players.

The lineup directly supports SiGMA’s Business-to-Government programme launched in 2025. In 2026 the initiative targets eight regions including Mexico and rolls out a Regulatory Advisory Programme on taxation, anti-money laundering, and compliance. This gathering creates a structured channel for addressing licensing and operational variances that client-partners encounter when entering or expanding in these markets. The practical, jurisdiction-specific focus stands as the event’s clearest contribution to smoother cross-border alignment.

Cross-border regulatory access at scale — if you're expanding in the Americas, this is the room to be in.

We've spent three decades building relationships across every regulated market in the Americas. This kind of regulatory convergence — state, tribal, national authorities in one place — cuts years off market-entry timelines. For operators expanding beyond their home turf, direct regulator access beats six months of cold emails and consultants.

SCCG angle: SCCG maintains active relationships with state, tribal, and international regulators across the Americas. When our partners need introductions or guidance on market-specific compliance and licensing pathways, we connect them directly to the right regulatory contacts and help frame those conversations for speed and credibility.
