TL;DR — Dá Sorte launched online instant games via dassorteloteria.bet on July 1 after the SP Loterias Consortium secured a 15-year concession for $105.2M. The deal is expected to return $680M to the state via 35% levy. ARSESP scrutiny of the .bet domain and product limits highlight compliance boundaries.
SCCG Take — State operators must maintain strict separation from private betting models to uphold public mandates, creating both execution risks and long-term structural clarity for concession participants.
São Paulo’s state lottery Dá Sorte has started offering instant games through dassorteloteria.bet and an Android-only app since July 1, with Pix payments enabled. The government describes the rollout as still in testing, though users can already wager. As reported by Yogonet International, the launch follows award of a 15-year concession to the SP Loterias Consortium.
The consortium, comprising Scientific Games, Brightstar Lottery, and IGT’s lottery division, paid R$526 million ($105.2 million) — 102% above the R$260.7 million ($52.14 million) minimum. Required investment stands at R$333 million ($66.6 million). São Paulo projects R$3.4 billion ($680 million) over the contract from a 35% levy on net revenue after prizes, taxes, and contributions. Proceeds will fund hospital tenders consistent with federal rules on social vulnerability.
Dá Sorte said its products were certified by regulator ARSESP. Casino-style online games are classified as instant lotteries offering an average 60% return to players. ARSESP questioned the “.bet” domain because betting is excluded from the concession. The agency stated: “We have established guidelines for responsible gaming, protection of children and adolescents, and communication compatible with the public nature of the operation, differentiating the São Paulo lottery from private betting platforms known as bets.”
ARSESP also stated that “the contract prohibits modalities not regulated by law, such as bingo, casinos, slot machines, and the jogo do bicho (illegal lottery).” Registration requires facial recognition and documents. Play is restricted to São Paulo residents, with VPN use risking account blocks. Minors are barred and physical outlets must sit at least 300 meters from daycare centers and elementary schools. Users may set daily, weekly, or monthly wagering limits, though state rules omit federal-style time limits and advertising restrictions.
Dá Sorte may operate 31 physical locations and plans Keno machines at partner venues from November, with its first store expected by March 2027. The company said: “Throughout the implementation of the concession, new products will be incorporated, such as numerical lotteries and in-person games with draws, in addition to the gradual expansion of the physical network until reaching 31 own stores and more than 11 points of sale throughout the state.”
The SP Loterias Consortium finished second in the November 1, 2024 auction. Winner Aposta Vencedora, led by former Bolsonaro government lottery official Alexandre Manoel da Silva, offered R$600 million ($120 million) but failed to pay despite two extensions and was disqualified on May 7, 2025.
This sequence reveals the structural demands placed on concessionaires in Brazil’s lottery sector. Clear regulatory lines on branding, product scope, and public differentiation remain non-negotiable. Client-partners should track how these boundaries shape rollout execution and revenue realization over the full 15-year term.
