The Unidad de Análisis Financiero (UAF) and the Superintendencia de Casinos de Juego (SCJ) have issued Circular Conjunta N°63 updating rules on prevention of money laundering, terrorist financing and proliferation of weapons of mass destruction for Chile’s 25 casinos. The circular strengthens the existing framework, aligns it with Circular N°62 from the UAF, incorporates industry input, clarifies concepts and accounts for the particularities of casino operations.
The changes focus on modernizing a system that had not seen major updates in more than a decade. They apply to both operating companies and municipal concessionaires within the preventive framework.

The circular introduces a risk-based approach aligned with international standards that must be integrated into operators’ policies and procedures. Internal governance is reinforced with the creation of a Prevention Committee and new demands on the Compliance Officer. Obligations on records, Personas Expuestas Políticamente (PEP), prevention manuals and staff training are also updated to bolster the sector’s overall preventive system.

Marcelo Contreras, director of the UAF, stressed that the measure updates a regulatory framework that had gone more than a decade without substantial modifications while adding a risk-based approach and standards consistent with international recommendations. Eduardo Cáceres, superintendent of the SCJ, highlighted the close collaboration between both agencies, noting that more than half of 2025 AML inspections were conducted jointly.
