ANJL Positions Betting Revenue Allocations to Funapol as Direct Support for Federal Police Action Against Illegal Operators

TL;DR — ANJL welcomes PLV 8/2026 directing 1% of betting revenue to Funapol in 2026, 2% in 2027 and 3% from 2028 plus up to R$200M from the Treasury. The association links the funds to stronger Federal Police action against illegal platforms. It adds to existing Law 14.790/2023 allocations.

The ANJL has evaluated the allocation of fixed-odds betting revenue to the Fundo para Aparelhamento e Operacionalização das Atividades-fim da Polícia Federal as a fresh contribution from Brazil’s regulated sector.

President Luiz Inácio Lula da Silva sanctioned PLV nº 8/2026 on the 30th after Senate approval in early July. The transfers phase in at 1% during 2026, 2% in 2027 and 3% from 2028 onward. The legislation also greenlights up to R$ 200 million from the National Treasury to the fund this year.

ANJL Ties New Funding to Operations Targeting Clandestine Platforms

According to SBC Noticias Brasil the association links the additional resources to bolstering the Federal Police’s investigations of criminal organizations in the illegal betting space. ANJL president Plínio Lemos Jorge underscored the force’s central role in actions against unlicensed operators.

Lemos Jorge affirmed the Federal Police works alongside other institutions as one of the main protagonists in the fight against clandestine operators through operations to arrest leaders and members of criminal organizations. He added that the new law creates a direct relationship between regulated market collections and the strengthening of federal agents’ structures.

The ANJL further noted this destination supplements other repasses already required under Law nº 14.790/2023 for health, education and sport.

Enforcement Funding Trajectory for Licensed Operators

The graduated percentages tie industry proceeds to enforcement capacity in a manner that rewards compliance while targeting illicit competition. The speed with which the allocated resources translate into measurable operational outcomes from the Federal Police as the percentages rise will be key to observe.
