Brazil’s regulated sports betting and iGaming market officially launched on January 1, 2025, marking a historic milestone. This followed President Lula Inácio da Silva’s signing of Bill PL3626/23 in January 2024, creating the country’s regulatory framework for wagering. The bill’s passage came after years of political back-and-forth, including former President Jair Bolsonaro’s refusal to legalize online sports betting.

The Prizes and Betting Secretariat (SPA), under the Ministry of Finance, is overseeing the market’s expansion. Ahead of the January launch, the SPA issued 67 wagering authorizations—15 full licenses and 52 provisional ones. Each company paid an estimated $4.8 million subsidy, with major global brands like Betano, Betsson, Sportingbet, Superbet, and Bet365 securing approvals.

The financial impact is already significant—Brazil expects to generate approximately $338 million in tax revenue from these authorizations alone. Additionally, over 1,100 legal online sports betting and casino websites are now operating in Brazil. More than 100 additional companies are awaiting SPA approval, underscoring the intense competition for a foothold in the Brazilian market.

However, while the business opportunity is massive, the challenges ahead are equally formidable.
