Peru’s presidential transition coincides with a historic milestone for the country’s gaming industry. After years of debate, the nation has established one of Latin America’s most advanced regulatory frameworks for both online and land-based gaming. This positions Peru as a regional benchmark for compliance, transparency, and responsible operations.


A Modern Regulatory Framework

The cornerstone of this modern framework is Law No. 31557, enacted in 2022 and later amended by Law No. 31806 to clarify its scope and definitions. In February 2024, the Supreme Decree No. 005-2023-MINCETUR came into force, officially launching Peru’s licensing regime for online casinos and sports betting.

Under this system, all operators—domestic and international—must obtain authorization from the Ministry of Foreign Trade and Tourism (MINCETUR) before offering services in Peru. The Directorate General of Casino Games and Slot Machines (DGJCMT), under MINCETUR, manages licensing, certification, and ongoing supervision.

More than 60 technology platforms and over 280 service providers have reportedly registered or received authorization since the framework was implemented—signaling a period of market consolidation, increased professionalism, and formal investment in the Peruvian gaming ecosystem.


Compliance, AML, and Player Protection

Peru’s regulatory model is notable for its emphasis on responsible gaming and anti-money laundering (AML) controls. The framework includes strict technical and operational standards, advertising restrictions, and mandatory player verification procedures.

The Superintendence of Banking, Insurance, and AFPs (SBS) has strengthened AML supervision in coordination with MINCETUR to align national regulations with Financial Action Task Force (FATF) recommendations. Regulators now possess tools to block unlicensed websites and payment flows—helping to safeguard players and ensure that legal operators compete under fair conditions.

These advances have already produced measurable effects. According to MINCETUR, the volume of illegal online gambling activity has declined significantly since the regulatory framework entered into force. Licensed operators now benefit from a stable and predictable business environment that encourages long-term investment, consumer confidence, and responsible play.


Regulatory Continuity and Outlook

As the new government continues to define its broader economic agenda, no significant policy shifts are anticipated in gaming regulation. On the contrary, the sector’s growing contribution to state revenues and its alignment with global compliance standards suggest that regulatory continuity will prevail.
