In a move that could significantly transform its tourism landscape, the United Arab Emirates (UAE) is poised to add a new dimension to its luxury resorts and esteemed horse racing industry: legalized gambling.
The establishment of the General Commercial Gaming Regulatory Authority (GCGRA) was announced on Monday. This new federal body, comprising casino and gambling experts from the United States, signals a major shift in the UAE’s stance on gambling, which has been traditionally prohibited under laws influenced by the Quran.
The GCGRA’s mandate is to develop a regulatory framework for national lottery and commercial gaming operations, with the aim to responsibly unlock the economic potential of these sectors, as reported by Emirati state media WAM.
Industry stalwarts Kevin Mullally and Jim Murren have been appointed to lead this initiative, serving as CEO and Chair of the GCGRA, respectively. Their extensive experience in the gambling industry, spanning 32 years combined, is expected to be pivotal in shaping this new venture. Murren, a former CEO at MGM Resorts International (MGM), and Mullally, with his diverse experience at Gaming Laboratories International, bring invaluable expertise to the table.
Mullally expressed enthusiasm about his role in establishing a robust regulatory framework for the burgeoning lottery and gaming industry in the UAE, noting the potential for significant economic impact.
Existing Gaming Activities in the UAE
Interestingly, Dubai and some other Emirates already permit certain forms of gaming activities. These include:
* Emirates Loto: Launched in April 2020 and rebranded as Mahzooz in 2021, this lottery-style draw offers weekly live draws with substantial prizes. Operated by Ewings LLC and licensed in Abu Dhabi, it allows participation from foreign nationals.
* Dubai Duty Free: Raffles for luxury cars at Abu Dhabi and Dubai International Airports reflect a commercial approach that hints at the potential for offshore casino development. Notably, Dubai International Airport already offers alcohol airside, emphasizing the importance of the tourist economy in the Emirates.
* Racecourse Pool Betting: While direct betting at racecourses in Dubai is prohibited, pari-mutuel pool betting is allowed at Jebel Ali and the Meydan racecourses, offering a variety of bets.
* Raffles and Competitions: Promotions at petrol stations and shopping malls, involving prize draws with fuel purchases or shopping, are common.
