The Missouri Gaming Commission has progressed as the state moves towards launching sports betting later this year.

On Thursday, Missouri gaming regulators held a public hearing to discuss the state’s sports betting rules. Numerous rules were addressed, but the public did not submit any comments.

Comments submitted online will be included in the final sports betting orders, according to a Missouri Gaming Commission spokesperson.

Missouri Ready for Sports Betting

The path to launching sports betting in Missouri has been smooth despite initial issues with the rules. Commission Chairman Jan M. Zimmerman initially estimated an early summer launch, but Denny Hoskins, Missouri Secretary of State, delayed plans by rejecting emergency rules.

The Missouri Gaming Commission submitted proposed rules to the governor last February, but Hoskins found they did not meet criteria for emergency rulemaking and rejected them.

Historically, emergency rules have been approved to ensure states meet their desired launch date.

Zimmerman and the commission have set a launch date of Dec. 1, 2025, the last possible day under the approval legislation.

Application Process Underway

The Missouri Gaming Commission is now accepting license applications for operators working with state casinos or sports franchises, with a deadline of Sept. 12.

Underdog has applied for a license but hasn’t disclosed its market access partner.

The commission received three applications for two untethered online sports betting licenses from Circa Sports, DraftKings, and FanDuel. These licenses, which do not require business partnerships, will be awarded on Aug. 15.

Untethered license holders don’t need partners, so they keep all revenues. The commission will issue up to 19 retail and 14 online sports betting licenses.

  • Sept. 12: Deadline for all partnered license applications
  • Dec. 1: Sports betting launch deadline
