Arizona Department of Gaming Sends Cease-and-Desist Notices to Illegal Operators - SCCG Management

The Arizona Department of Gaming has taken action against illegal gaming operations by issuing seven cease-and-desist notices within the state. Among those targeted were ReBet, Novig, and other companies offering unauthorized gambling activities, such as slot-style games, sports betting sweepstakes, and peer-to-peer exchanges. Jackie Johnson, Director of the Arizona Department of Gaming, emphasized that illegal gambling will not be tolerated in Arizona. Unlicensed operators including ReBet, Novig, and several others received notices and were ordered to stop their activities immediately. These companies are accused of promoting gambling, illegal control of an enterprise, and money laundering, all felonies under state law. The state maintains that operations outside Arizona’s legal framework will face enforcement. This move follows a previous set of notices issued to Kalshi, Robinhood, and Crypto.com, part of a broader effort across seven states to regulate unauthorized sports event contracts. Legal challenges by Kalshi and Robinhood against similar restrictions in other states are ongoing, arguing that only the CFTC has federal regulatory power over such markets.
