HB 904 suggests broad changes, including raising the betting age to 21, aligning Kentucky with most states. Currently, Kentucky allows betting at 18. The bill also proposes identity verification and geolocation systems to prevent fraud and out-of-state betting. It introduces stricter penalties for unlicensed operations and illegal gaming facilitation. Additionally, the bill redefines racetrack extensions and permits governments to apply for licenses.
