Iowa legislators have proposed a new measure to enforce stricter regulations on the gaming industry. House Study Bill 586 and its Senate counterpart, Senate Study Bill 3040, would empower the local regulator to target unlicensed gaming.
Iowa Enters the Sweepstakes Regulation Arena
The House State Government Committee recently introduced HSB 586, complementing SSB 3040. These bills aim to enhance the powers of the Iowa Racing and Gaming Commission, enabling it to take civil action against unlicensed gaming operations.
Though not yet passed, these measures have significant implications for the sweepstakes sector, which is under scrutiny nationwide. Sweepstakes operators, despite asserting their products are not legally gambling, are facing increased examination from regulators and the sports betting industry.
Many states are also aiming to curb unlicensed gaming, with some successfully banning sweepstakes products.
Enhanced Powers for the IRGC
Allowing the IRGC to take civil action against unlicensed operators means it can directly address illegal or grey market gaming products. The new bills permit the IRGC to issue cease-and-desist orders and seek injunctive relief, enhancing its ability to act independently rather than relying on warnings or other regulatory entities.
This development is another challenge for the sweepstakes industry, already dealing with legal actions and regulatory pressures.
States Nationwide Responding to Sweepstakes Challenges
Meanwhile, numerous states are considering tougher regulations on illegal gambling. Indiana is evaluating new laws to ban sweepstakes casinos and the online sale of lottery tickets.
Maryland is also attempting to close down the sweepstakes sector with House Bill 295 and Senate Bill 112, following similar, unsuccessful efforts in 2025.
