Isle of Man Releases National Risk Appetite Statement - SCCG Management

The Isle of Man has released the National Risk Appetite Statement (NRAS), highlighting its dedication to preventing online gambling-related crime.

The Isle of Man Recognizes Certain Risks

As a key licensing hub with lower taxes, the Isle of Man has experienced significant growth in gaming, boosting job creation and economic contribution. However, the rising number of licensees also introduces certain risks.

The NRAS notes the Isle of Man government’s ongoing investment in strengthening its iGaming framework against financial crimes like money laundering and terrorism financing. The initiative emphasizes the island’s ability to handle emerging threats and comply with international standards.

The NRAS advocates for “proportionate enhanced measures” to address risk in high-risk areas.

The NRAS also covers the 40 recommendations by the Financial Action Task Force (FATF), indicating the Isle of Man’s commitment to implementing them.

Limited Appetite for Higher-Risk Businesses

The NRAS outlines the island’s risk appetite related to iGaming. It reiterates recent concerns, expressing a “limited appetite” for businesses with ownership or control from East or Southeast Asia.

The NRAS stresses that when higher risk factors accumulate, there is minimal desire among regulators to issue a license.

As part of a strong national response, the Island is adopting a more restrictive risk approach when certain risk factors are present, aiming to protect against criminal exploitation.

Though the Isle of Man doesn’t ban licensees from higher-risk activities or jurisdictions, it requires robust risk management in line with their AML/CFT Codes.

A Crucial Step in Protecting the Island

Jane Poole-Wilson, the Isle of Man’s Minister for Justice and Home Affairs, underscored the threats the island encounters. She stated the NRAS is a “crucial step” in safeguarding the island from fraud and exploitation.

The Isle of Man welcomes reputable, high-quality businesses. This Statement offers clarity to the industry and stakeholders to support these objectives.

The NRAS noted that a second, more detailed statement will be released later this year.

Currently, the island is conducting its third National Risk Assessment, which will yield more data soon. The publication aims to provide licensees and stakeholders with comprehensive insights into identified risks, vulnerabilities, and mitigations related to ML/TF/PF across all sectors.
